La Comisión Nacional de los Derechos Humanos (CNDH) recibió 144 quejas en el estado de Coahuila contra el Órgano Administrativo Desconcentrado Prevención y Readaptación Social (OADPRS), adscrito a la Secretaría de Seguridad y Protección Ciudadana (SSPC) por violaciones a las garantías de individuos en los primeros seis meses de 2022.
De acuerdo con el Sistema Nacional de Violaciones, el número de quejas representan el 48.97 por ciento de las 294 denuncias presentadas contra autoridades federales en la entidad al norte del país, durante el periodo mencionado.
Entre las motivaciones para levantar las quejas contra la comisión de centros penitenciarios federales se revelan 84 por señalamientos de omisión en atención médica y 72 por acciones u omisiones contrarias a los derechos a las personas privadas de su libertad.
En tanto, se reportan 17 por temas de tratos crueles e inhumanos, mientras que hay 12 menciones por no suministrar medicamentos.
En su seguimiento a las denuncias, la CNDH señala que se concluyeron 56 casos durante “el trámite respectivo”, mientras que en dos hubo acumulación, un mismo número en el caso de conciliaciones. En uno de los reportes no hubo materia.

Cabe recordar que a inicios del mes de Agosto, el secretario de Gobernación, Adán Augusto López Hernández, presentó a Hazael Ruíz Ortega como titular del OADPRS, en sustitución de José Ángel Ávila Pérez.
Ruiz Ortega es licenciado en Derecho por la Universidad La Salle; maestro en Planeación y Gestión Educativa, así como doctorante en Derecho; maestro en Prevención del Delito y Sistemas Penitenciarios, y tiene especialidad en Sistemas Penitenciarios y Menores Infractores.
